Frank Campion says to consider using notwithstanding clause is a decision not made lightly
The Mayor of Welland says asking the province to use the notwithstanding clause to deal with homeless camps is not a decision made lightly.
Frank Campion says balancing the rights of those in need and the rights of the broader community to access public spaces and overall community safety is a priority.
He adds the city and community partners have worked diligently to address this growing problem, but more needs to be done.
Last week, he sent a letter to premier Doug Ford, as did St. Catharines mayor.
The Mayor is going to have city council consider asking the province to use the clause to enact temporary bylaws that prioritize the health and safety of all residents.
A new shelter will open by year’s end in Welland.
The notwithstanding clause enables governments to over ride certain Charter rights.
