The Welland Tennis Club will not be opening it's doors as an emergency homeless shelter this winter.
It would have been a three month pilot project, starting in January 2020.
City Council discussed the idea at their meeting Tuesday night.
They decided to turn it down in the end, mostly due to safety and liability concerns.
