The Niagara SPCA and Humane Society says they believe the owner has been found
The Niagara SPCA and Humane Society has provided an update on the emaciated dog that was found in Welland last week.
Executive Director John Greer tells us they believe the owner of the dog has been found.
The female shepherd was found on October 11th, and the shelter says her ribs and spine were visible and a lot of her fur was missing.
She was also treated for anemia, and gave birth two days after she arrived.
Greer adds the mother and surviving puppies are doing well, and the matter is being investigated by PAWS.
