The Operating and Capital budgets were both approved on Monday night.
Mayor Walter Sendzik says that he's proud of city staffers who managed to responsibly deploy reserves, find efficiencies and prioritize in the face of a projected $4.2 million revenue shortfall.
In addition, there will be a 1.86 percent tax increase for the average St. Catharines homeowner.
The City has pledged $1.5 million in shoreline protection and over $2 million in active transportation priorities such as as trail improvements and bike lanes.
The budgets also promise tens of millions in investments for capital projects like roads, bridges, water and sewers.
