City officials also issued 790 building permits, worth $130,340,523.85 in construction value.
This is a significant increase compared to 2018; when the city added 401 new units.
Over 52,000 people live in Welland, according 2016 census data.
The city's population forecast is projected to grow 18,630 by 2041.
